A layer of gas or liquid surrounding a liquid or solid surface of a planet is called an atmosphere.

If you are talking about the Mesosphere of the atmosphere, then it is a gas. A liquid or solid layer would be too dense for the atmosphere to hold up, and it'd fall back to Earth's surface. That is also why rain falls and does not float.
