No it is not.
It dosent have any dip stick on it
The 86 2.8L automatic transmission will not bolt up to a 71 Chevy engine.
It is written on the transmission dip stick what type of fluid is used in that automatic transmission.
If this is an automatic, it would be in view on one side or the other close to the firewall. If this is a stick or manual transmission you don't have a dip stick.
If it is a automatic transmission then it will be a 4L80E. Sorry but I don't remember what kind of stright stick transmission it had.
If your looking for the automatic transmission dipstick, it doesn't have one.

That would be the 4L80E if it is an automatic. Not sure on the stright stick.
If you have an automatic transmission, check with the engine warm and running, The dip stick is located on the passenger side rear of the engine.
Chevy Cobalt has a sealed Automatic Transmission... no dip stick. Probably best to take it in to get service by trans shop if you think it needs changing or re-filling. Thanks, Wes
