I think you mean the Black-Breasted Snake Eagle. they have yellow eyes but it depends of the light.

Way back when the US was being formed, someone suggested having a national animal to represent the United States. Ben Franklin suggested naming the turkey as the national animal, but others thought the bald eagle to be more admirable and and brave.
Sounds like a condor or vulture. both are carrion eaters (scavangers of dead animals).
