The heater will be in the block behind the oil filter. The cord was optional. You generally have to buy it from the dealer.
Since approx 2003 the cord for the block heater has to be purchased separately.

If equipped, it is on the passenger side. It starts behind the oil filter. It was an add on option when the truck was built.
Any NAPA parts store can supply a block heater that will keep your diesel toasty.
It is on the block on the passengers side above the starter. If it has a cord on it the cord will be behind the bumper on the passengers side. the block heater is standard but the cord was a cold weather option. If no cord you can buy one from a ford dealer.
In short, they dont have them as standard. You may have an aftermarket one fitted, which could be either a water circuit heater or diesel fuelled air heater, but nothing is guaranteed.
5.4 i believe is a gas engine. gas engines do not have a standard block heater, this would be an extra added by the owner the diesel engines have a block heater, and if it has never been used the cord and plug will be found rolled up between radiator and grill
