Yes. The whole Homicide Desk series of cases are about a series of murders that seem to be solved, but that Cole thinks are related.
In the end it is revealed that the 'real' Black Dahlia killer was behind all of these murders. Though Cole solves the case and kills the murderer, the events are covered up. So that ties in with how the real Black Dahlia murder is unsolved.
'Black Dahlia' is the nickname given to Elizabeth Short, a woman murdered in 1947, cut in half by her attacker. LA Noire mentions, and ties the real life Black Dahlia murder in with the game's Homicide crimes. Though the murder is still unsolved in reality, Phelps in-game solves the mystery and uncovers the true killer, who killed not only Elizabeth Short, but also the five victims on the Homicide desk, a part-time bartender who worked at different bars via an agency.
