cold weather
Not really in any big way. Being out in cold weather does not cause the common cold. While a noticeable increase in the numbers of common colds and the flu season happen during the winter, it is the microorganisms that cause the common cold and flu and not the temperature. However, cold weather could make certain symptoms worse. For instance, a runny nose can be worse when out in the cold even if you don't have a common cold viral infection. Being out when you have a cold adds to the constant blowing and wiping of your nose. That can cause the skin to become raw and dry which allows the cold temperature to accentuate the soreness.
Yes, there is currently no cure for the common cold. It is caused by a virus, and treatment typically focuses on relieving symptoms rather than curing the infection.
Yes. Your geographical location really doesn't matter when it comes to catching or suffering a common cold. Colds are caused by viruses. Although cold and flu are more common in winter when the absolute humidity level is more to the viruses' liking (they like it dry), you can have a cold in any location or weather condition if you are exposed to the virus that causes it. See the related questions below for more detail about being cold and having a cold, etc.

You don't, but it looks terrible and is very uncomfortable...
The common cold viral infection, bacterial infections of the respiratory tract, and influenza viral infections are the common illnesses in the winter. But, they are not caused bythe cold weather, they just happen at that time of year. The only "diseases" caused by cold weather are really only injury from exposure (like frostbite) or hypothermia-related disorders. See the related question below for more information about why these infections of viruses and bacteria tend to occur in winter.
