The content on College Humour can sometimes be inappropriate for high school aged kids. In general though the content is ok for most high school aged kids, and the site does not contain any nudity.

Put simply you probably can't. I imagine that your school/borough will have some software that blocks site's with 'inappropriate' content. MY school say sites are inappropriate if they have Games, File Sharing, Humour, Instant Chat, Adult Content ETC. The school aim to stop you using the computers for anything other than work.

As long as you pass all the appropriate college entrance exams and pass the state required high school graduation test, being accepted into college in NY shouldn't be a problem.

Some reasons would include, the course is not equivalent in content to that of the new institution, the appropriate grade was not achieved, there may be a credit difference, or the course is simply not usable within your declared major. Still, as I have stated, you must be satisfied with your school to perform well.
