They're not. A good is something that is available for sale. Police Departments and Courts are not something one can buy. The only time one could use the term "buying the police" is when one is speaking in terms of corruption, but again here it is not literal buying and is more of paying for an illegal service.

These types of persons are usually not involved in, or privy to, the creation of laws. Although the equality of the criminal justice has improved, powerful entities in society are constantly becoming better at discriminating and/or oppressing through legal means.

Criminal justice makes about 50,000 to 200,000 a year from what I was told. It's real good money right there though. I wish I was able to make 200,000 a year.
