It is, but so is gravity. In science, 'theory' means 'idea that has been proven over and over and is generally accepted as truth'. It's a pity it doesn't mean the same in everyday language. ^^

Evolution is a scientific theory. However, the word 'theory' in science has a different meaning from the common usage of the word. While in everyday speech, a theory is more accurately called a conjecture or a hypothesis, a scientific theory begins as a hypothesis and only attains the status of a theory when it has withstood the repeated testing of many scientists with many different methods. The theory of evolution is a theory that has proven very resistant to counter examples and can be used to explain the presence of living organisms on Earth today exceedingly well. There are no 'facts', 'certainty', or 'absolute' in science because scientists are always open to new concepts and should someone propose a phenomenon that will discredit evolution scientists will always be willing to alter or discard an outdated theory. However, evolution is unlikely to be discredited by any current evidence.

It is a theory that is backed up with loads of evidence and research, so it is considered acceptable to the scientific world. "Mere" is a somewhat pejorative term--science is all about theory. In every scientific endeavor a theory is constructed to explain the facts. If you don't have a workable theory, you really have nothing useful. Theory is what makes science comprehensible, and not just a disjoint collection of random facts.

Now, we could disparage the theory of evolution with the "mere" adjective if there were superior competing theories. There are none. In 150 years no theory better than evolution has come to take its place. If we ever find a better theory than evolution to explain the origin of species, then we might be justified (centuries hence) in labeling it "mere."
