That's kind of a vague question. To enlist in the military, you don't have to be a firearm expert. In fact, you don't have to even know anything about firearms. The military will teach you everything they want you to know.

Lee Harvey was in the Marines, they have 3 rankings for rifle qualifications, from lowest to highest: Marksman, Sharpshooter & Expert. Most Marines have to qualify with their rifle every 2 years. Oswald first earned a Sharpshooter (2nd highest) in 1957. When he qualified again in 1959, he earned Marksman (3rd highest rank). He never earned Expert.

Someone who had an 11 series MOS, reclassed, then deployed to a combat zone would be able to. Someone who was awarded the EIB as an 11 series, deployed as an 11 series, and was awarded a CIB... technically, they could, but their chain of command isn't bound to let that fly.
