In most jurisdictions, yes. In WEST VIRGINIA your inspection sticker located in the bottom lefthand side of your windshield expires at the END of the month indicated. If your inspection sticker date is 9/12. you have until October 1st. to get your vehicle inspected.
sounds like Virginia happens to be my state. The sticker on the windshield is for the annual safety inspection only. The date on the registration and date stickers on the licence plates are for state licence tags expiration these are 2 different items. A note: if in Virginia the emissions test is done every 2 years for vehicle tag renewal where emissions are required

As far as I know inspection stickers are good till the very last day, but I recommend you go in the begining or middle of the month to avoid lines from everyone else that's waited till last minute.

You need an inspection sticker to prove that your car in up to date and is good enough to be on the road. It is basically a yearly check on your car's condition
