Yes. The fuses under the hood are more for the vehicle systems, and are generally bigger fuses. The smaller ones under dash are more for periphery.
There are two fuse blocks on my 1997 Eclipse. One under the dash on the drivers side, another under the hood by the battery. The fuses under the hood are identified on the cover. The ones under the hood are identified in the owners manual (page 183 in mine.)

For my '88 RX7 there are a few fuse boxes. The main fuse panel is inside the car under the steering wheel. It should be tucked up under the left side. Other fuse panels are under the hood. I think there are only 2 or 3 other ones under the hood. The fuse panel inside the car handles all of ur lights and electronic stuff. The fuse panels under the hood mostly deal with just motor related. Hope this helps.
Don't know for sure for a 2007, but for a 2002 expedition it is the top left fuse (25 amp) in the fuse compartment to the left and under the steering wheel.

You are probably looking at the fuse box under the hood (high current fuses) when you should be looking at the fuse box under the dash.
The small fuse panel is in the car, up around the hood release lever, look higher up. The large fuse box is under the hood. It has the big 30 amp fuses in it plus small ones. And, on the other side, there are 3 relays, for the a/c and other things.

the last person to answer this queston is a jerk...it depends on what fuse. there are main engine fuses under the hood that could prevent the car from starting...these are the ones that dont look like fuses you can buy at walmart...they are quite large and high amperage.
