No, it won't be able to support the demands of iOS8. The oldest phone that is listed as being able to support that iOS is the iPhone 4S. However, it's generally not recommended to do so, as it was designed for the bigger iPhone 6 and iPhone 6 Plus.
Currently, as of 4/22/2013, the latest version is the iPhone 5 and latest iOS is iOS 6. The newest technology would be a bigger screen and faster processor, regardless.
