If you unlock it by jailbreaking it will. Jailbreaking alone does not allow you to use another carrier's SIM card in the iPhone. It has to be jailbroken and then unlocked. Once you jailbreak it then Cydia will be on the device and then you go in to Cydia and run Ultrasn0w to unlock it

If you are willing to pay Roaming prices to AT&T for having called from Ireland all the time then yes but otherwise you can't because the iPhone 3gS can only be bought WITH an AT&T subscription. I know what you're thinking "the iphone 3gS is so cheap in USA" but unfortunately APPLE wants more money so they make it sim-locked to AT&T...
June or July of '07 The Iphone was introduce to the us on June 29, 2007. In January of 2007, it was released in the UK and Germany. In Ireland it was released on March 2008. Hope I helped.
