Pretty much everyone. The British who were being evacuated were benefited by a large portion of their manpower escaping, but they lost most of their weapons and almost all of their heavy equipment. The Germans would call this a disaster because the British lived to fight another day, but the Germans captured or destroyed their equipment and essentially removed the British forces from France.

Disaster prevention is a proactive strategy focused on controls to ensure that a disaster does not happen. Disaster recovery focuses on controls in place in case a disaster does happen. How will the company recover from it to minimize damage done? Do they have backup resources and manpower to mitigate the effects of the disaster? This is thus a reactive strategy and works more in case of unpredictable disasters, such as natural disasters which cannot be prevented by man.

Manpower is used as a singular. For example, "Manpower is needed in order to complete this task." You couldn't say, "Manpower ARE needed." That would be incorrect. Manpower is a noun, a thing. Even when a lot of manpower is used, we still treat it as a singular ~ the power of a man, not menpower, or manpowers.
