There is no land at the top of the globe. The North Pole is there, in the Arctic Ocean, which is frozen at the moment.
North or South? North would be near the top, what we all call the North Pole, South would be near the bottom, the South Pole. Lattitude runs around the globe, East and West, Equator is zero, poles are 90 and are just a dot. Smaller the number, longer it is.

Look at a globe. The Arctic Circle surrounds the North Pole at the top of it, the South Pole is at the bottom. The equator circles the globe halfway between the two. Whichever way you read it, the Arctic Circle is closer to the equator than the South Pole is, and the Arctic Circle is closer to the equator than it is to the South Pole.
Because that is actually where it is.
