No valves should tick on any automobile what-so-ever. When there is valve ticking noises coming from an engine that usually means the timing of the engine is off and you should get it timed again. The timing is when you set the spark plug to go spark at a certain point in the cylinder. Refer to a dealer for correct timing. A good rule of thumb is to check the life of your timing belt if your vehicle has one.

with the car running, back off each valve till it just starts to tick, then tighted till it stops, the 1/4 turn more. this will set the valves at the mid stroke. it will run perfect then.

If it's before you actually turn the key to the start position, Cummins engines use an electric priming pump, so it might be that. If you're hearing that sound as you try to actually start the truck, and it doesn't crank, then your starter is toast.
Most likely a valve tick if its a rod you have major problems, my valves have ticked on and off. Heavy oil makes the noise go away.
