The outer skin of a cell is called the cell membrane. It is a semi-permeable barrier that surrounds the cell, controlling the movement of substances in and out of the cell.
The epidermis is the outer layer of skin. The dermis is beneath the epidermis.
The stratum corneum is the tough outer layer of the skin.

An epidermal cell is a cell that is part of the outer layer of an organism. For example, in humans, skin cells are epidermal. Leaves on plants have epidermal layers on the top and bottom of the leaf.
Epidermis
The outer layer of the skin, called the epidermis, is mostly made up of dead skin cells called keratinocytes. However, the deepest layer of the epidermis contains living cells that are responsible for producing new skin cells.
stratum germinativum layer is the deepest layer of five epidermis layer which is the outer covering of skin in mammals. It is a continuous layer of cells which is often described as one cell thick but to the reality it is two to three cells thick in glabrous skin and hyper proliferative epidermis.
In a plant cell it is located just inside of the cell wall (outer layer). In an animal cell, the cell membrane is the outer layer.
