The ozone itself is not harmful. The ozone is the layer between us and the sun that keeps the radiation (that comes from the sun) from poisoning us. We humans pollute the air with all kinds of non-organic elements which eat up the ozone layer. We are slowly driving ourselves to extinction.

Ozone is produced naturally via UV light in our atmosphere, and from lightening.
Also, ozone can be produced in nature through chemical reactions, some good, some bad. Most commonly the reaction of NO2 emmissions, creating ozone:
NO2 + UV light = NO + O = O + O2 = O3
O3+NO = NO2 and the cycle restarts
Ozone is also produced industrially as an oxidizer for many good reasons via the following methods
- Corona Discharge ozone generator uses a spark (lightening) to produce ozone from oxygen
- UV light ozone generators use UV light to produce ozone from oxygen
- Electlosis ozone generators produce ozone directly in water via electrical discharge
Ozone can of course be good and bad, there are good reasons to produce ozone, and we need it in our atmosphere, however when it is part of a smog cycle, that is bad.
