No, it is not. The man that took the picture used a small toy submarine. He fashioned his own Loch Ness monster head and slipped it onto the periscope and put it into shallow water on the shores of the lake and took the picture where only water could be seen. Another man claimed the picture as his own, but later admitted he had not taken the picture and that it was fake.
