Much of his power arises by default and the unwillingness of congress to act. The president is the commander in chief of the armed forces. He can send an army to anywhere in the world but only if the congress allocates the money. Thus congress approves overall programs. The president appoints and directs the people who take care of the details. Whether or not the president is too powerful depends on the ability of congress to be specific.
