It is her job to get confirmation of all changes, especially in the speech. She is telling everyone that she agrees to all of this.

But there are some reasons no...

Millions of people, even from other countries, know the queen is important, as do I, yet when you ask yourself why, you can't exactly put your finger on it. Personally I don't think the queens speech is extremely vital but still important.
