Yes, in many places it is. But like the surface of the earth that you can see, the ocean floor has many different topographies. The ocean floor has mountains, volcanoes, deep valleys, and reefs. There vast areas of vegetation and areas that are devoid of vegetation, often due to how deep they are and how much sunlight penetrates. There are also arctic regions of ocean floor as well as tropical regions. The ocean floor is really as varied as the continents above the water.

Did the breakup of Pangaea cause the sea level to rise?

Yes, according to my professor: "The sea-floor subsides as it cools, the amount depending on the time the lithosphere has had to cool and thicken. This means that the volume of the ocean basins increases with the mean age of the ocean floor, and that sea level tends to decrease in consequence with the mean age of the ocean floor (because the same amount of sea water sits lower relative to continents). When sea floor production speeds up, as when the midocean ridge system lengthens during a supercontinent's breakup, sea level tends to rise. When sea floor production slows down, as when the midocean ridge system shortens during a supercontinent's assembly, sea level tends to fall. Thus sea level tends to rise during a supercontinent's breakup.

The valley is about 100 feet above sea level on average. There are areas that are higher and lower, but NO PLACE in the valley is below sea level. In the past the valley floor was lower, infact it was an inland sea, but tectonic action raised the valley floor and drained out the water.
