Yes they are. Size is not the problem in the discs. They are not all the same even when they look it. The Blue Ray and DVDs are also the same size. By the way most PS2 Game discs are on DVDs and not CDs even for games that do not need the extra space

PS2 games are burned with certain marks on the disk that distinguish it as a PS2 game disc, which is why you cannot simply copy and play games (unless you have a MOD-chipped PS2). The best PS2 emulator can only play certain demos and homebrews, but not commercial games that you would buy in the store or rent. However, there are some PS1 emulators that will allow you to play an original PS game on your computer.
