Dependent. In the US, for non-commercial use fuels, it is. The federal government puts on a fuel tax, and states will add an additional fuel tax.

For commercial use diesel, there's a programme known as IFTA - the Interstate Fuel Tax Agreement - which includes all US states and Canadian provinces, for which the tax payouts and returns are filed annually.
