Not exactly. A degree from U of M in Ann Arbor is more prestigious. The classes in Ann Arbor are harder and generally of better quality. A degree from the Dearborn campus is still impressive but does not hold the same weight as one from Ann Arbor.
You don't "use" a degree - you are awarded one by a University. If you mean "will Russia recognise a BSc awarded by a US University" then that's a different question.
