They are making nuclear weapons.
US, UK, Russia, France, China, India, Israel, Pakistan, North Korea, South Africa are the countries that currently have nuclear weapons.
US weren't effected by the Nuclear Weapons, They created it.
Neither the US nor Russia are making nuclear weapons of any kind at this time. Other countries however are making nuclear weapons; some are North Korea, India, and Pakistan.
Neither the US nor Russia makes new nuclear weapons. The US refurbishes existing nuclear weapons at the Pantex plant outside Amarillo, TX. Russia has a similar facility operated by a corporation called Rosatom, but I don't know where exactly. Other countries may be making small quanties of new nuclear weapons.
The United States currently owns 9,600 nuclear weapons, while Russia currently owns 16,800. But Russia actually always had more nuclear weapons than the United States. Russia was lacking in nuclear warheads from beginning of time to 1975. For various reasons, the USSR (and now Russia) have pretty much always had more ICBM weapons than the US, while the US maintained a larger stockpile of gravity bombs, SLBMs, and cruise missiles. Currently, as nuclear-tipped cruise missiles were forbidden under the START I treaty, only bombs, ICBMs, and SLBMs are in existence, with the number of 'usable' weapons varying over time.

The US no longer makes nuclear weapons, it only refurbishes existing ones that are wearing out.
The US has refrained from using nuclear weapons due to the catastrophic human and environmental consequences associated with their use. Additionally, the world community, including the US, has generally upheld international agreements and norms that seek to prevent the use of nuclear weapons.
