Yes. Velociraptor was very bird like. If you were to see a live one your first impression would probably be of a very odd bird. It was covered in feathers that left its arms looking like wings and was probably warm blooded.

A velociraptor can vary from size and color. It may have spikes on its back or red and black stripes all over its body. look up some images and you will see that every velociraptor is different.

It does not quite work in that linear fashion for a large change such as that. Theropod dinosaurs certainly look to be the ancestors of birds, but evolution is a branching process, not a linear process in speciation, generally, and especially in the case. This is a case of cladogenesis where a whole clade of populations are changing through time.

Under current classification velociprator technically is a reptile, though it wasn't very reptilian at all. It was was a very birdlike animal that had feathers and was probably warm blooded.
