No, this is a very old internet myth (going back to an urban legend from 2009), and it has no truth to it whatsoever. The entire health bill is now on line, and if you read it (or read the summary), you can see for yourself that it says nothing about computer chips, microchips, or even potato chips. I enclose the link to the Affordable Care Act, so you can see what it does (and does not do).
The White House (Executive Branch) has disseminated information about it, and so has the Department of Health and Human Services in the cabinet. The entire health bill is online, and I enclose the link to it.

We don't need Obamacare. Obamacare is a bill that is over 2,000 pages long, but the main idea of it is that everyone is FORCED to buy health insurance. Of course, in those 2,000 pages, it doesn't just say that everyone must buy health insurance. It also indirectly said that the U.S. government is in control over all things health related.
