No. Perks are only ever granted on level up, and there is no shortcut to get the better perks apart from training the skills to the prerequisite level.
Quote: " Maximum Level At higher levels, leveling up happens much more slowly, however there is no discrete change upon reaching level 50. Level increases in Skyrim follow a formula (detailed above in the Gaining Levels section). The maximum level is level 81 and is reached by increasing all skills to 100. With every skill mastered, the level progress meter will rest a little over halfway to '82', meaning it is not necessary to master every skill to achieve Level 81. One implication of the leveling system is that although it is possible to create a character with 100 in all skills, it is not possible for one character to unlock all skill perks, unless a console command is used (player.addperk). There are 251 total skill perks (including multi-point perks), but only 80 of them can be unlocked by any given character. "

Well not much more of a difference than there is in the real world. I suppose if you increase your speech skill, you can get perks where people of the opposite sex will give you better prices when buying and selling. Otherwise, both sexs can be warriors, mages, ect.

There are only 81 levels in Skyrim.
If you create a new character, you can repeat the main quest.
They each have their perks. MW3 has the multiplayer playibility, but lacks a good, long story. While Skyrim has one of the best stories but does not have multiplayer. I bought Skyrim four days ago and haven't touched MW3 since

No, using the code permanently adds Skyrim to your Steam account. If anyone else tries to use it, it will say it has already been redeemed.
