You can get Charmander in Pokemon Sapphire by obtaining it in Pokemon FireRed or LeafGreen and trading it to Sapphire. To have Charmander registered in the Sapphire PokeDex, you must defeat the Elite Four. You may have the Charmander before that, but it won't register in the PokeDex.
You can only get a Charmander or any of the Kanto starters from Pokemon Leafgreen and Firered version. You will have to trade these pokemons into your Ruby, Sapphire ,Emerald, Diamond ,Pearl ,Plantimun, Heartgold and Soulsilver.

Charmander doesn't appear in the wild in Pokémon Pearl unless you cheat or hack the game. To get a Charmander in Pokémon Pearl, beat the game and migrate one from Pokémon FireRed, LeafGreen, Ruby, Sapphire or Emerald, or get the National Pokédex and have a friend trade his/her Charmander.

i don't think so since sapphire is a game-boy version and diamond is nintedo ds version but since sapphire is a game-boy version you can migrate Pokemon from there.
you need to have the sapphire version in the gameboy slot and the diamond version in the other slot
