Either it's plated or it's been exposed to a chemical that changed its color. In any case it's only worth one cent.

If you think about it for, oh, a second or two, would even the most incompetent bureaucrat authorize minting a coin that's worth a hundred bucks or more and sell it for a penny?

Did they ever mint a gold Penny?

No. If you think about it for a couple of seconds, would it make sense for the Mint to issue a coin that would contain about $75 worth of gold, and sell it for 1¢ ? Your coin has either been plated for use in jewelry, or exposed to something like heat or a chemical that caused it to discolor. Unfortunately, it's only worth a penny.
