Let's clarify something first as it seems you are a bit undereducated, A moped in simple terms is a 2 wheel vehicle that has pedals and an engine that can be used to propel the vehicle as an option as opposed to using the pedals, but is not required to make the vehicle move. If it has no pedals, it isn't a Moped, nor is it a scooter unless it doesn't require the seat to be properly and safely driven, if it requires the seat then it is a Motorcycle. If it can be ridden standing up, then it is a Motorscooter.
Is there a 3 wheel vehicle with pedals and an engine on it? probably, but not likely. Is there a 3 wheel vehicle with no pedals, but a seat and an engine on it? YES there is, its called Piaggio MP3, look at it here:

2 wheels is what a moped has. a moped is basically in simple terms, a bicycle with an engine on it, thus the term MoPed, which is short for 2 words, motor pedal, which means a 2 wheel vehicle that has pedals, but has an engine on it too that can be used to make the bike move as an option but not required to make it move.

Driving a moped is like driving a car. You have to have a licences to drive a moped.
No moped type vehicle would be legal to drive on a freeway. The minimum speed on freeways is 45 mph. Moped type vehicles will not run that fast. A much better and safer alternative is a motorcycle like the Honda Rebel. It is a 250 cc motorcycle that will get over 50 mpg and is large enough to be safely driven on a freeway. It is a much safer vehicle than a moped with it's small wheels. Go to any motorcycle dealer and look at what they have.
