Yes, almost all water types can learn surf (excluding Magikarp). Even some rock types can learn it ( a.k.a. Rhyperior)
If there weren't any Pokemon that learned surf, surf would not become a move.
There is no such Pokemon. Either you get the HM03 and teach it to one of your Pokemon, or you'll be unable to use Surf.
Practically any water pokemon. Legendarys can learn surf too, but you should just get a regular pokemon and teach it surf.

No normally a raichu cannot learn surf but if u get the pikachu from Pokemon battle revolution that knows surf via mystery gift(which is unlocked after u beat all 10 colliseums)and evolve it with surf i believe u can obtain a raichu that knows surf.
