37 No, in all these things we are more than conquerors through him who loved us. 38 For I am convinced that neither death nor life, neither angels nor demons, neither the present nor the future, nor any powers, 39 neither height nor depth, nor anything else in all creation, will be able to separate us from the love of God that is in Christ Jesus our Lord.

Undoubtedly, there is no one best scripture known to man. What is the best scripture depends on the religion of the person. To a Muslim, the best scripture is the Koran, to a Christian it is the Bible, to a Hindu, it is the Vedas, and so on.

When quoting scripture, you say "In John 3:16 it says that 'For God so loved the world that He gave His only begotten Son that whosoever believeth in Him shall not perish but have everlasting life'." or you can say "In John Chapter 3, Verse 16 it says that 'For God so loved the world...'" To say just the numbers or to quote chapter and verse is your choice because either is correct.
