Yes and no. A bear would eat a wolf if it was injured, or a wolf cub with no defence, but only if the bear was desperate. So yeah, basically a bear could eat a wolf if it wanted to, but if there were things like lions, tigers, panthers, and cheetahs where wolves live, i'm sure they'd be more than happy to have wolf stew!
