No, not yet. There are currently (June 2010) only a handful of questions on this topic. If there are enough questions to warrant opening up a subcategory, we will be happy to do so.
It could be any one of a number of reasons... Your question was vague, incomplete, in the wrong category - or maybe the person best suited to answer it hasn't seen it yet !
See on this question, right after the words it says "In" and then has a link to the category (Questions about WikiAnswers)? If you go to the category page for the specific category that you want on your site, then you can link to that page only, rather than the home page. If you want a feed of questions just from one category, that may also be possible through our API, but I am not sure. Fill out the support form, and we will try to get you the appropriate information. If you want more than that... like for people to be restricted to only searching in that category from your site, etc, we don't offer that yet, but it is possible that we may in the future.
I've never heard this term, but it might refer to a General Hospital, one that doesn't have a specific speciality.However, if you mean on WikiAnswers, this just means the question did not get put into a category yet.

Be warned - if you ask on WikiAnswers, how to hack into WikiAnswers - expect to get blocked from WikiAnswers. Nobody has figured out yet how to hack into WikiAnswers and unblock themselves. Nobody will.
