Have a male and female sim on a lot
Kill the male sim
When the grim reaper comes to take your sim, make sure the female sim is on the lot.
Usually the grim reaper will come and sit down to watch TV
Socialise a tiny bit with the grim reaper.
Do the testingcheatsenabled true cheat and pull his relationship bar up to the top (You have to not be actually tallking to him while you do this)
Then click on him, press friendly and "Ask to move in" if it is there.
If it isn't there talk to him a bit more. It might take some time cos he is a bit grumpy.

note: Sometimes the grim reaper won't stick around so you might have to try this a couple of times to get it to work
ps. Sometimes the grim reaper will turn up to your formal parties uninvited! Though it doesn't happen often you could do the same thing with him if he does.
