Any appearance of a common first number is purely temporary. They are bundled in batches that do share several common first numbers.
Having lived all over the country and shipped a large volume of packages with tracking numbers; I have picked up bundles of tracking slips at a time. Each bundle will often share an extensive set of numbers, sometimes most of them will match. I've even seen batches that were quite literally sequential. (meaning most of the numbers matched with only the last digit changing, and they were in order: 0993jX1, 0993jX2, 0993jX3, etc)
However, eventually every number in the set will change as the batch is used up. I've yet to see a bundle of tracking numbers with matching starting numbers if they were picked up from different post offices.
