player.setcrimegold XThere isn't notoriety in Skyrim. Instead, a bounty system exists for each hold. You can get rid of your bounty by going to jail, paying the bounty, or paying off Delvin of the Thieves' Guild.
Go to jail, pay them off or try to complete missions with a bounty. (Which is near impossible)
You have to let a guard catch you, so you can pay the bounty. If you are a Thane of that area, then you can tell them this, and the bounty will be cleared. If you are a member of the thieves guild, there's an option to pay a lower amount to clear the bounty.
They will attack you on sight, yes. You may be able to yield, though.

They are sent after someone sees you commiting a crime or a murder. On their bodies will be a bounty note signed by the person who sent the thugs after you.

Either wait 24 hours, then the guards shouldn't kill you when they see you, or live in the woods for a few days, a bounty collector will come to you, DONT go back right away after you talk to him, wait a day or two for him to tell the town.
There's no reason to kill him besides not liking his character. If you're caught, a large bounty will be placed on your head by Whiterun hold. You will have to go to jail or pay the bounty. If not caught, nothing game breaking will occur except for the fact that The Bannered Mare will be lacking in a bard.
