-usually only get one surviving cub
-the mother won't breed the next season

All this means that has the population gone down, getting the numbers back up takes a lot of time. And all that time the small population is at a higher risk. There's famine, maybe a disease will strike, poor weather when cubs are small and most vulnerable etc etc.
Now compare that to something like domestic cats. They'll breed year round, females don't seem to be very chosy, have several kittens, be ready to breed again very soon, and the kittens will be able to breed themselves fairly soon too.
That population, and that species will be able to build up its numbers a lot faster, despite the actual method of breeding is the same.
