No there isn't one. But you could just find a regular coffee shop and start meeting there in cosplay with your friends. In time, it might become a cosplay cafe :)
i know of one cosplay/maid cafe in the US, in southern California it's called Royal T and it is also connected to a shop and art gallery.
There is one I know of in melbourne but unsure of other areas I am actual doing a business plan to open a cosplay cafe at parramatta in Sydney

rain forest cafe is in the mall to be exact it is tyson's corner =) I have been to one in Gurnee, Illinois and also in Las Vegas. I'm sure there are many more locations as well.
As far as I know, there isn't. I've heard a rumor of one in St. George, UT, but if there isn't one there, I think your best bet is the Anime Cafe that is hosted by Salt Lake City's Anime Convention, "Anime Banzai". I've been once, and the food was delicious, although they only have a few things on the menu, & The service is nice if you don't mind waiting in line a little bit. The waitresses all cosplay.
