Red-tailed hawks do exhibit sexual dimorphism. It's not as obvious as it is in, say, Indian peafowl (where there's a difference in coloration), but the females of many hawks are larger than the males and the red-tailed hawk is no exception.

You will see color variations between individual red-tailed hawks, but this is approximately like having black or blonde hair in humans: it has nothing to do with sex and is more about genetics.
