There are many programs one can use to create moving animations. To date the best program is made by Autodesk. The program is called Autodesk Maya and costs almost $3500. However if the buyer is a student he can get the software for free using his .edu email. There are some free options however they are very hard to use and provide low quality results. Any person who wants to use Autodesk software should refer to the tutorials or take a graphic design course.
Moving animations are created by hand from a series of pictures drawn slightly differently to make the appearance of movement. Other than that they are created from computers.
