Well, on Route 117, if you fight lots of Pokemon there you will end up contracting the Pokerus (Pokemon Virus), go to the Pokemon Centre after enough battles that you'll think you have contracted it. It's like traded Pokemon gaining a boosted EXP. gain except it doesn't need to be traded. It's contagious so all Pokemon in your party will contract it. After the virus passes (2,3 days) you can go back and do it again with other Pokemon that haven't already contracted it. After 2,3 days when the virus passes the Pokemon that had it will have a dot beside the Pokeball on the summary screen.

If this is the case, you may be playing a pirated version of the game. As an anti-pirating measure, the game prevents Pokemon from gaining experience if it figures out that it's a pirated copy of the game.
