No the Ray Gun is Random and you can not do anything to increase your odds in spite of the myths on the subject.
I heard that the question marks on the mystery box changes from dark to light coloring and if you buy it when the question marks are the darkest you get the ray gun but I'm not sure because i haven't tried it yet.
