Cats and dogs are both effective bird chasers. They may actually harm or kill the birds though, so you might consider more humane methods of bird control. Simply limiting sources of food and water on your property will drastically reduce the number of birds visiting your area.
An outdoors cat will hunt birds, but not necessarily reliably. They like the "chase" more, rather than actually hunting them.There are repellant products that you can buy at home and garden stores.
