Some conditioners form curls more than others, but generally there is no conditioner that will turn curly hair into wavy hair. However, if you want more looser, wavier hair as opposed to tighter, more voluminous hair, you want to weigh it down more when it is drying.
The best way to weigh down hair is to leave more moisture in it when you get out of the shower, and then let your hair air-dry. Water is very heavy and will stretch it out.
If you don't have that kind of time, try putting heavy clips at the ends, and blow-drying with a bowl-shaped diffuser (it is less damaging to your hair).
