The camp that Percy went to was called Camp Half-Blood. Camp Half-Blood was a camp for children who had a godly parent, namely demigods. Camp Half-Blood was a place for demigods to train and battle and was a refuge from monsters. Percy went to Camp Half-Blood in every book of the Percy Jackson series.
I don't really think is says, anywhere in the book or in the movie, what the book is called. All that most people know is that is belonged to the "Half-Blood Prince", Severus Snape. I think that it's just a regular Potions book with notes that the Half-Blood Prince wrote on how to perfect the potion being made.
