I had the same problem with my 97 galant. There was air in the heater core.
Not counting the equipment or installation cost, and assuming the cost of electricity is the same in either system, running cost depends on the power consumed. So check the wattage of the heater. Consider also that the heater may not be on all the time to maintain a temperature. If a heater has twice the power (not voltage) of another and is on for half the time it works out the same.

You might also have a bad heater core that needs to be replaced. You can either attempt to flush it out or just have it replaced. Heater cores are not extremely expensive, but I would recommend changing the thermostat at same time. Thermostats are normally $10 to $20 where a heater core can be anywhere past $50.

since they both wont turn on, check to see if the fuse is burned out, a lot of times both the stereo and the controls for the heater are on the same fuse... if that is not it there could be a wire either broken or shorting out somewhere between the fuse box and the stereo/heater. also there is the possible coincidence that both the stereo and heater have quit at the same time... but I would check those things first.
